Ensuring attainable housing and commercial resources for Richland County citizens is imperative to supporting economic stability and fostering a healthier, more equitable community for families to thrive.

Our Commercial Development Program provides up to a 50% tax abatement for a maximum of 10 years for qualified, approved projects.

Our Commercial Development Program boosts commercial development opportunities in the region that may otherwise not be supported.

The program carefully assesses the value add that these projects can bring to the community with consideration to items such as:

Improvements made to public utilities

Green space and/or other outdoor enhancements

To ensure fair consideration and equal opportunity among a competitive market, our team works with our Board of Directors and Richland County Council to vet commercial opportunities that provide mutual benefit for our community and the projects.

Upon entering negotiations, we work swiftly with the project team to consider incentive opportunities and navigate county development requirements before taking it before our Board and Council for consideration.

Project initially connects with CADP.

Project submits completed commercial development application to CADP, kicking off vetting and internal review process.

A preliminary incentive summary is prepared and CADP staff works with the project team to ensure alignment on the proposed incentive offer and community fit before advancing to the next project stage.

Project is presented to CADP Board or CADP Executive Committee during a quarterly meeting (January, April, July, October) for evaluation.

  • If approved, the project moves forward to Richland County’s Economic Development Committee. 
  • Board may defer and request additional information. Project will be rescheduled for reconsideration.

Richland County EDC considers the project.

  • If approved, the project moves forward to the full County Council.
  • EDC may defer and request additional information. Project will be rescheduled for reconsideration.

Richland County Council considers the project over the course of three scheduled readings, during which additional information can be requested for consideration. Project is approved after public hearing and third reading.

CADP staff manages any next steps with the Project.
